Within the emergency management system, the provision of uniforms follows the three principles of "legal authorization, functional requirements, and identity identification". According to the "Management Measures for Emergency Management Comprehensive Administrative Law Enforcement Standard Clothing and Signs" and industry standards, the following five types of personnel need to be uniformly issued uniforms and classified according to their positions:
1, Legally authorized law enforcement personnel
(1) Emergency management comprehensive administrative law enforcement personnel
Law enforcement field:
Safety production supervision (mining, hazardous chemicals, industry and trade)
Disaster prevention and mitigation law enforcement (inspection of responsible parties for earthquakes and geological disasters)
Uniform type:
Navy blue regular/duty uniform+gold emblem (shoulder patch, chest badge, armband)
Mandatory staffing basis: Civil servants or employees holding an Administrative Law Enforcement Certificate
(2) Fire Supervisor
Function:
Fire inspection in public places and investigation of fire accident responsibility
Uniform features:
Different from firefighting and rescue combat uniforms, wear the "Fire Supervision" chest badge (shield+flame badge)
Shoulder badge rank is consistent with emergency law enforcement (such as "Level 3 Commander")
2, National comprehensive firefighting and rescue personnel
(1) Fire rescue commander
Coverage Area:
Personnel (cadres, firefighters) on duty in each province's fire rescue brigade, detachment, and brigade
Core uniform:
Flame Blue "Regular/Duty Uniform (Main Color: Deep Flame Blue)
Emergency rescue suit (orange yellow, printed with "RESCUE" reflective letters)
Firefighting protective suit (silver gray, high temperature resistant layer)
(2) Forest firefighter commander
Exclusive identification:
The main pattern of the armband is pine branches+axe/water gun (with a dark green background)
The training uniform adopts forest camouflage (green brown color scheme)
Note: Non permanent government firefighters are only provided with work protective clothing (without rank markings) and are not eligible for regular wear.
3, Specific technical personnel
(1) Expert in handling hazardous chemical accidents
Uniform type:
A/B grade chemical protective clothing+right arm "HAZMAT" identification seal
Qualification requirements:
Must hold a hazardous chemical disposal qualification certificate (issued by the Ministry of Emergency Management)
(2) Members of the aviation rescue team
Mandatory equipment:
Wind resistant flight suit (with strobe helmet and reflective cross on the back)
Only for helicopter crew members (winches, lifeguards)
(3) Emergency Communication Support Officer
Identification features:
Training uniform left chest lightning symbol badge+electromagnetic shielding function
4, Command, decision-making, and dispatch personnel
On site commander
Emergency dispatcher
Provincial emergency shift leader
5, Other special scenario personnel
Government employees (non law enforcement)
Socialized rescue team members

6, Personnel wearing uniforms are strictly prohibited
Non staff members (such as enterprise safety officers, property firefighters)
